Instructions

1.In a large resealable plastic bag, combine shallots, garlic, jalapeno, fish sauce, peanut oil, sesame oil, sugar, grated lemon rind, and beef. Seal and refrigerate for at least 6 hours or overnight.
2.In a small bowl, whisk together lime juice, fish sauce, garlic, jalapeno, and sugar. Set aside.
3.Preheat grill or grill pan on high heat.
4.Remove beef from marinade and discard marinade. Thread beef onto skewers and grill for 2-3 minutes per side or until cooked to desired doneness.
5.To assemble, place a lettuce leaf on a plate and top with beef, fresh herbs, and vegetables. Drizzle with lime dressing and serve immediately.
