Instructions

1.In a bowl, combine ground beef, minced water chestnut, fresh cilantro, soy sauce, minced orange peel, minced fresh ginger, cornstarch, sugar, sesame oil, and salt, stirring together until mixture is evenly combined.
2.Set up a steamer. Arrange wonton wrappers on a work surface. Place 1 heaping tablespoon of beef filling in the center of each wonton wrapper.
3.Gather up the edges of each wonton wrapper, pleating the edges together and pressing them against the filling to create a closed top. The bottom of the dumpling should remain open.
4.Place the shao mai in the steamer, leaving space between them to prevent sticking together.
5.Steam for around 10 minutes, until the filling is cooked through and the wonton wrapper is tender.
